These were state government employees in Jammu and Kashmir and they took matters into their hands to highlight their plight. To do this scores of staff members started a protest march to the residence of Governor NN Vohra. Considering the state is under President's Rule, the effective head of government is the governor. However, before they could reach anywhere near their goal, the police swooped down on them and effected mass arrest, according to a PTI report.
These were Sarva Shiksha Abhiyan (SSA) teachers who had gathered at the Sher-e-Kashmir Park in Srinagar and among their demands was not just that the 7th pay commission be implemented for them but also that their salaries should be separated from the Human Resources and Development Ministry.
According to the police, the protesters on Tuesday were warned to stop and disperse but since they did not, they were detained after a lathi charge.
