It was being speculated that after the central government's announcement of restoration of Dearness Allowance (DA) from the month of July, the TA will also rise for the central government employees.

As per a report by livemint.com, it has been clarified that according to 7th CPC matrix calculation rule, the TA will not rise despite the rise of DA as the current DA is not 25 per cent and above. Hence, as per the 7th pay commission pay matrix, TA hike for the central government employees from the month of July is not going to be applicable as the existing DA of the central government employees is 17 per cent.
TA Shiv Gopal Mishra, Secretary, Staff Side at National Council JCM was quoted in livemint.com highlighting the fact that though the TA hike is in sync with the hike in DA, however, this hike will be possible only when the DA is 25 per cent and above. He further stated that the current DA of the central government employees is 17 per cent and as a result there will be no hike in the TA in spite of the speculation. Mishra also underlined the fact that after the restoration of the DA for the central government employees in the month of July this year, the DA will be more than 25 per cent, as a result, expectedly, TA hike may happen when the announcement for the raise in DA from July to December will be made.
Due to the COVID-19 pandemic, the central government has frozen CGS's DA till the month of June this year. When the DA will be restored, it will include the DA announced from January 2020 to June 2020 and July 2020 to December 2020 which are 3 per cent and 4 per cent, respectively.
Mishra also stated that the DA hike announcement from January 2021 to June 2021 is also expected. As a result of this, a central government employee can expect DA hike announcement getting due from 1st July 2021 by Dusshehra to Diwali. This will mean that the DA hike will finally impact the 7th CPC pay matrix of the central government employees by the end of this year.
