It must be noted that if granted with the opportunity for an extra attempt, it would be an extra attempt for all the aspirants who are ‘last attempt candidates’ for the year 2020.

According to a report by india.com, last year because of the coronavirus pandemic, the UPSC preliminary exams were postponed to October 4, 2020, instead. Notably, ‘last attempt candidates’ are just 0.97 per cent of the total 10,56,835 applicants who enrolled for the 2020 exam. Moreover, some of the candidates are now frontline workers all through the COVID-19 pandemic since last March when the country went into a lockdown.
Last year, many UPSC aspirants filed petitions in the Supreme Court highlighting the various hindrances faced by them and explored the possibility for granting an extra attempt. On February 5, the Centre informed the Court its decision to grant one more opportunity to aspirants who were not age-barred (those not over 32 years of age) and to those who had already exhausted their permissible number of attempts (six attempts).
Recently, the Union Public Service Commission (UPSC) had issued a notification informing the postponement of the the Civil Services (Preliminary) Examination 2021 to October 10, 2021, in view of the COVID-19 situation in the country. The UPSC Civil Services Prelims Exam 2021 was initially scheduled to take place on June 27, 2021. The notification issued by UPSC reads, "Due to the prevailing conditions caused by the Novel Corona Virus (COVID-19), the Union Public Service Commission has deferred the Civil Services (Preliminary) Examination, 2021, which was scheduled to be held on 27th June 2021. Now, this Examination will be held on 10th October 2021."
