CAQM urges citizens to follow GRAP stage-III citizen charter to combat air pollution
CAQM urges NCR residents to follow GRAP Stage-III measures: opt for cleaner commutes, work from home, combine trips, walk/cycle short distances, provide electric heaters and avoid coal/wood for heating.
The Commission for Air Quality Management (CAQM) has issued an urgent appeal to residents of the National Capital Region (NCR) to adopt the measures outlined in the Citizen Charter of Stage-III under the Graded Response Action Plan (GRAP). This is in addition to adhering to the guidelines under Stages I and II.
CAQM urges the citizens of NCR to follow steps mentioned in the Citizen Charter of Stage-III in addition to that of Stage-I and Stage-II of GRAP.

Here’s what CAQM recommends to help improve air quality:
Do’s:
- Opt for cleaner commutes: Share rides, carpool, or use public transport to reduce vehicular emissions.
- Work from home: Those with flexible roles are encouraged to work remotely.
- Plan trips efficiently: Combine errands to minimise travel frequency.
- Walk or cycle: For short distances, consider walking or cycling instead of using motorised transport.
- Provide electric heaters: Individual house owners should offer electric heaters to staff, such as security personnel, to prevent the burning of bio-mass, wood, or municipal solid waste (MSW).
Don’ts:
- Avoid using coal and wood for heating purposes.
- The CAQM emphasises that public participation is crucial to combating the deteriorating air quality in the region.
