While making the 'No-Fly' list announcement, Civil Aviation Secretary RN Choubey said, "The punishment of suspension for unruly behaviour applies to domestic carriers. If international carriers want this input, they can use it."

Under the draft, before adding an individuals name in the no-fly list, the airline must consult the Directorate General of Civil Aviation.
