In a major boost to India's self-reliance in defense, the Indian Navy has moved a proposal to build a second indigenous aircraft carrier. The new carrier will be constructed by the Cochin Shipyard Limited in Kerala and will create thousands of jobs. The Indian Navy has been pressing for three aircraft carriers to maintain at least one carrier on each coast with one in refit. With three aircraft carriers, the Indian Navy will also be keeping pace with all the navies deployed in the Indo-Pacific region.

Designed by Indian Navy's in-house Directorate of Naval Design (DND) and built by the CSL, a Public Sector Shipyard under the Ministry of Ports, Shipping and Waterways, the carrier is christened after her illustrious predecessor, India's first Aircraft Carrier which played a vital role in the 1971 Indo-Pak war.

Another outcome of the project was the development and production of indigenous warship grade steel for the ship through a partnership between Navy, DRDO and Steel Authority of India (SAIL).
