7th Pay Commission: The Central government employees have been eagerly waiting for an announcement in regard to their long-awaited dearness allowance (DA) but in vain.
7th Pay Commission: The Central government employees have been eagerly waiting for an announcement in regard to their long-awaited Dearness Allowance (DA), but in vain as there was speculation that the government may take a positive decision in this regard during last Wednesday's cabinet meeting. However, the central government employees, who have been waiting for their DA announcement for months, got nothing from this cabinet meeting as far as their DA is concerned as no related announcement was made. The central government employees were expecting that the government may announce their DA as a festival gift.
Elaborating upon the possible reason for the delay in DA announcement from the center Harishankar Tiwari, General Secretary at All India Audit and Accounts Committee said, "The DA announcement has been delayed so that it could be announced in the month of September. Since September is the beginning of the long festival season, I think if the DA would be announced in this September. If that happens, it would like a festival gift to the central government employees. So, I think, this could be the possible reason for the delay in DA announcement by the center."

Tiwari of All India Audit and Accounts Committee had earlier said that the government would announce DA in August itself. But, the government is yet announce the central government's H2-2019 DA. Tiwari said that if the DA is announced in September, employees would get arrears of nearly three months. However, he maintained that DA would be to the tune of 5 per cent.
Asked to give his calculation in the simplest manner Harishankar Tiwari said, "If the DA hiked by 5 per cent, at least Rs 900 hike in salary of the government employees is expected. So, if the DA is announced in September, government employees would get an additional salary of around Rs 2700 when their salary would be credited into their account on the last working day of September 2019." However, Tiwari maintained that those government employees, who have got a promotion, their basic salary has changed and this calculation won't be applicable to their arrears.
Centre reviews DA of the government employees every six months. In January 2019, DA was announced and hence since July 2019 H2-2019 DA is eagerly awaited by the central government employees. But, the Centre is yet to announce the H2-2019 DA.
