Budget 2023: If Delay From IT Department Why Only 6% Interest Penalty? Zee Business Demands To FM

Before the budget, Zee Business demanded from the Finance Minister. If we pay tax late, then 12% interest penalty. But if there is delay from IT department, then only 6% interest penalty.. Why?
