The total value of the identified and vested immovable properties in India totaled Rs 1,04,219.46 crore, Minister of State in the Ministry of Home Affairs Hansraj Gangaram Ahir said on Tuesday in a written reply to Lok Sabha question on enemy properties in India.
Indian parliament had passed the long-pending amendment to a 49-year old Act which prevents the successors of those who migrated to Pakistan and China during Partition from claiming properties left behind in India, according to The Financial Express report dated March 15.
The Enemy Property (Amendment and Validation) Bill, 2016, which amends the Enemy Property Act, 1968, was passed in the Lok Sabha by voice vote earlier in March.
According to the news report, the bill says that ‘Enemy property’ refers to any property belonging to, held or managed on behalf of an enemy, an enemy subject or an enemy firm.
Following the Indo-Pakistan War of 1965, the Enemy Property Act was enacted in 1968, that regulates these kind of properties and lists the powers of the Custodian. The ordinance was for the first time promulgated on January 7, 2016. It was passed by Lok Sabha on March 9, 2016, but was subsequently referred to Rajya Sabha Select Committee.

West Bengal state is the second state which has the highest number of enemy properties with 2,735 at gross valuation of Rs 878.25 crore which is followed by Delhi with 487 at Rs 816.90 crore and Goa with 263 number of enemy properties at valuation of Rs 100.09 crore.

Similarly, the total number of vested immovable property with custodian of enemy properties in the country are the lowest in Andaman with only one property at gross valuation of Rs 5.29 crore, followed by Diu with four at gross valuation of Rs 2.98 crore and Assam with six number of properties with gross valuation of Rs 12.3 crore.

On the revenue front, the Ministry of Home Affairs has received the highest revenue from immovable properties from Uttar Pradesh state in the last three years till February 2017.
The ministry has received revenue from Uttar Pradesh state at Rs 1,697,774 in fiscal year 2016-17 (FY17).
West Bengal is the second state which has contributed the highest revenue on immovable properties to the government with in the last three years with amount totaling to Rs 1,652,807 in FY17.
Tamil Nadu is the third state which has contributed the highest revenue to the government on immovable properties with amount totaling to Rs 1,551,728 in FY17.
