Have you come across a situation in Delhi-NCR when the driver of the cab, you booked from app-based aggregators like Ola, Uber, refused the ride and cancelled the booking? Now incidents like this may become a thing of past as the Delhi government is bringing a new regulatory policy.

The policy not only promises to cap the surge pricing during the peak demand but also has provision to impose a hefty fine of Rs 25,000 on the driver in various cases including if he denies you a booked ride.

The policy has a provision of Rs 1 lakh fine if the aggregator fails to file a police complaint in case of molestation or misconduct, said a TOI report.

A panel led by PWD Minister Satyendra Jain is deliberating on the draft Licencing and Regulation of App-based Aggregators Rules, 2017. If the policy is implemented, the aggregators will have to take a licence from the Delhi government. Other provisions include:

* The aggregators must have to operate a 24*7 helpline

* The aggregators will have to share live GPS data with the transport department's control centre

* Transport department will fix maximum and minimum fare to curb surge pricing

* User's personal data will be more secure and rides will be more safer

* The drive cannot deny a ride based on gender, race, religion, caste, disability etc.

* The aggregator app must have some mandatory features like enabling passenger to share his/her location, cab details, panic button, clear picture of the drive, firewall to protect passenger data
