MahaRERA to fix builders' responsibility for construction quality; developers need to submit quality assurance certificate every year
MahaRERA says that focus will be on structural design, sustainability, various tests, and fire safety. Rules related to construction quality will be implemented with immediate effect, says the authority.
Maharashtra Real Estate Regulatory Authority (MahaRERA) on Tuesday (August 20, 2024) said that builders can't get away with poor quality construction as their responsibility regarding the construction quality will be fixed soon.
In an order pertaining to strengthening home buyers' rights for construction quality, MahaRERA said that developers will have to submit a quality assurance certificate to MahaRERA every year.
Developers are also required to put a quality assurance certificate on the website, says the regulatory authority.
The certificate will cover many important aspects.
MahaRERA says that focus will be on structural design, sustainability, various tests, and fire safety.
Rules related to construction quality will be implemented with immediate effect, says the authority.
Regarding the same, information will be presented by project engineers and supervisors, says MahaRERA.
It orders that developers will verify before making the certificate public.
At the same time, developers are bound to remove the deficiencies of the project for 5 years from the date of possession.
Directing to developers, MahaRERA says that every complaint of the customer must be resolved within 30 days without any cost.
In December, MahaRERA had issued a consultation paper on the same matter.
MahaRERA presented the draft in April and waited for people's suggestions till May.
At present, there is no standard framework in real estate projects.
The regulatory body says that quality assurance includes investigation of these aspects-
- Soil investigation before structure design
- Appointment of a structural engineer for the project
- Quality control by site engineer records
- Facility on site for quality testing of raw material
- Earthquake-resistant system in multi-storey buildings
- Measures required to prevent floods
Things to be considered for quality assurance-
- Concrete, cement, steel, iron, electricity, plumbing, etc., should be as per Bureau of Indian Standards
- Testing of water used in construction
- It is necessary to keep a record of the standard of construction material
- Record of testing of works like electricity, water supply, and drainage
- Measures taken to prevent moisture and leakage in walls
- If the quality testing is being done by a third party, its name must be mentioned in the certificate
- Developer should verify the quality testing and give his approval
