Lok Sabha Elections 2019: Governments come and go. Their fortunes are determined by what the voters want. As all political parties of the country brace for one of the biggest election battles in several decades, a survey points out the issues they can target to win the voters confidence and win the polls. A country-wide survey by the Association of Democratic Reforms (ADR) brings to light the top 10 governance issues on voters' priority list. Better employment opportunities and healthcare are two among the top 10 governance issues voters in India want the government to address, according to the ADR survey.

ADR's All India Survey 2018 has found that apart from Better Employment Opportunities (46.80%) and Better Health Care (34.60%), Drinking Water (30.50%) is the third most important issue the voters want to be addressed. Other issues in the top 10 at the all India level include Better Roads (28.34%) and Better Public Transport (27.35%) at the fourth and the fifth place, respectively.  Agriculture-related governance issues also feature prominently among the top 10 voters' priorities. These include - Availability of Water for Agriculture (26.40%), Agriculture Loan Availability (25.62%), Higher Price Realization for Farm Products (25.41%) and Agriculture Subsidy for Seeds/Fertilsers (25.06%).

2. Better Hospitals/Primary Healthcare Centres

4. Better Roads

9. Agricultural Subsidy for Seeds/Fertilisers
10. Better Law and Order/Policing

ADR said that the survey was conducted across 534 Lok Sabha constituencies. As many as 2,73,487 voters participated in the exercise spread among various demographics.
