The Central Railway has to submit a detailed proposal to convert all 12-coach local trains to 15  coach . The Railway division has reportedly already prepared a plan to run 15-coach locals as instructed by the Railway Board and the Ministry of Railways. Kirit Somaiya, BJP Member of Parliament, told DNA that he has received a letter on the Board’s decision from its chairman Ashwani Lohani.

“We have been pursuing the conversion of all trains to 15-coach since a decade. However, the Ministry of Railways was citing financial constraints. We need 15-coach trains, especially when annually at least one lakh new commuters are added in Mumbai.’’ He hoped that with its inclusion in MUTP phase 3A funds won’t be a problem," Mumbai Rail Pravasi Sanghatana founder Madhu Kotian was quoted as saying.
