Delhi-NCR imposes stage-IV actions under GRAP as air quality hits 'Severe+'

The Commission for Air Quality Management (CAQM) has directed the implementation of actions under Stage-IV ('Severe+') of the revised Graded Response Action Plan (GRAP) in Delhi-NCR, effective from 8:00 AM, November 18, 2024.This decision follows a SubCommittee review of the deteriorating air quality in the region, with Delhi's Air Quality Index (AQI) recorded at 457 by 7:00 PM on November 17, 2024. Forecasts from the India Meteorological Department (IMD) and IITM indicate the AQI is likely to remain in the "Severe+" category due to adverse weather conditions, heavy fog, and variable winds.
Key Measures Under Stage-IV of GRAP:
Ban on Truck Entry:
All trucks (except those carrying essential commodities/services) are barred from entering Delhi.
LNG, CNG, electric, and BS-VI diesel trucks are exempt.
Restrictions on Light Commercial Vehicles (LCVs):
LCVs registered outside Delhi (except EVs, CNG, and BS-VI diesel vehicles) are prohibited unless carrying essential goods/services.
Ban on Construction Activities:
Construction and demolition (C&D) activities for public projects like highways, roads, and power lines are halted.
Closure of Schools:
Physical classes for grades VI-IX and XI may be discontinued, shifting to online learning.
Reduced Office Strength:
Government and private offices may operate with 50% staff, with the rest working from home.
Additional Emergency Measures:
State governments may close colleges and non-essential commercial activities or implement an odd-even vehicle rule.
Public Advisory:
Residents are urged to adhere to GRAP measures and practice caution. Vulnerable groups, including children, the elderly, and individuals with chronic illnesses, should minimize outdoor activities and stay indoors as much as possible.
The enforcement of Stage-IV measures aims to curb further deterioration of air quality in the region and protect public health. Authorities will monitor the situation closely and adjust actions as needed.
