Delhi-NCR air pollution: Which cars, what type of construction work remain banned under GRAP Stage-III restrictions
The curbs include a ban on non-essential construction work and the plying of BS III petrol and BS IV deisel four-wheelers in the region.
On Sunday, the central government took decisive action in response to the deteriorating air quality in Delhi-NCR, issuing a ban on non-essential construction work and the operation of BS-III petrol and BS-IV diesel four-wheelers in the region.
Alarming Rise in Air Quality Index (AQI) Triggers Immediate Measures
The Commission for Air Quality Management, entrusted with formulating and implementing air pollution reduction strategies, observed a significant increase in Delhi's AQI (458 and 457 at 10 am and 11 am). Unfavorable climatic conditions and local pollution sources were identified as the culprits behind this spike.z
CAQM Sub-Committee for operationalization of GRAP called on an emergency meeting today morning in view of sudden deterioration of air quality of Delhi-NCR from last evening.

Implementation of GRAP Stage-III to Safeguard Air Quality
Concerned about a prolonged period of severe air quality, the committee promptly enacted GRAP Stage-III measures, targeting the 'severe' AQI range. The immediate goal is to prevent further degradation of air quality.
Specific Restrictions and Exemptions Outlined in GRAP Stage-III
The implemented measures encompass a ban on non-essential construction work and the operation of BS-III petrol and BS-IV diesel four-wheelers. However, exceptions are made for construction activities vital to national security or defense, projects of national importance, healthcare, railways, metro rail, airports, inter-state bus terminals, highways, roads, flyovers, overbridges, power transmission, pipelines, sanitation, and water supply.
Graded Response Action Plan (GRAP) Framework Guides Government Action
The Graded Response Action Plan (GRAP), a comprehensive air pollution control plan, operates during the winter season in the region. It classifies actions into four stages: Stage I - 'Poor' (AQI 201-300); Stage II - 'Very Poor' (AQI 301-400); Stage III - 'Severe' (AQI 401-450); and Stage IV - 'Severe Plus' (AQI>450). The government's move aligns with the proactive measures outlined in this framework to address escalating air pollution concerns.
