They have already received massive Diwali gifts early! Many states have decided to bless their employees with some benefits either be it bus employees or teachers. This Diwali has become a good festival for many employees under the 7th Pay Commission. If you are a government employee and fall under the new benefits, then make a list of what government is offering you. However, there is still no sign of good news for some 48 lakh central government employees who await a clarification or any sort of decision on their minimum pay scale and fitment factor hike issues. Firstly, the Uttarakhand government has announced a pre-Diwali bonus for all the non-gazetted employees of the state. The announcement was made after the proposal was cleared by the state election commission owing to the impending local body polls, according to India.com report.

Reportedly, the order was issued by Finance Secretary Amit Negi and it said that the employees will get a 30-day ad hoc bonus for fiscal 2017-18.

This move is expected to benefit more than 1.5 lakh employees who are working in local bodies, technical and aided educational institutes.

In rupee terms, this pre-Diwali bonus to Uttarakhand employees comes in at around Rs 6,908. 

Going ahead, the national capital Delhi was also not far away in showering its blessing on employees. Delhi government has approved the revision of pay scales in line with the recommendations of the 7th Pay Commission.

A Delhi government statement said that the Cabinet has approved the 7th pay commission linked Department of Higher Education's proposal for the grant of revised pay scales to teachers and equivalent cadres and administrative posts in universities and colleges. The teachers will get the revised pay on pro-rata basis effective from January 1, 2016. This means they will not only get the revised pay but will also get 34 months' arrears under 7th pay commission aegis.

The move has come after a month of the announcement of the pay hike for guest teachers. The Delhi Cabinet had approved the Education Department's proposal to revise guest teachers pay in September this year. The Cabinet move was aimed at bringing guest teachers' remuneration at par with trained graduate teachers with Central Teacher Eligibility Test (CTET) qualification. The remuneration was increased to Rs 1,403 per day from earlier Rs 1,050 per day.

Even Maharashtra regulators have announced bonus of Rs 5,500 to its Brihanmumbai Electric Supply & Transport (BEST) employees during this Diwali period. 

The BEST is going through a financial upheaval and employees were in wondering if the bonus will ever come.

The bonus amount was fixed after a meeting between the general manager of the BEST and BMC commissioner. The bonus will cost the BEST an additional Rs 25 crore.

The BEST is responsible for running bus services in and around Mumbai. It also supplies electricity.

While surely the above mentioned state employees have received their Diwali gift, but the central government employees working in the heart of the Delhi and across the country are still waiting for the over and above the 7th pay commission salary hike recommended by the report. 

The central staff has been demanding pay hike as per the fitment factor of 3.68 times. This will set the minimum salary at Rs 26,000. The employees are getting the salary as per the fitment factor of 2.57 times as recommended by the 7th pay commission.
