7th Pay Commission latest news today: The Finance department of Haryana government has issued a notification for revision of house rent allowances (HRA) for the state government employees under the 7th Pay Commission recommendations. The notifications stated that "now, the government has decided to revise the existing rate of House Rent Allowance of eligible Haryana government employees in terms of Rule 14(3) of HCS (allowances to Haryana government employees) Rules, 2016 persuant to revision of pay scales as per recommendations of the 7th Central Pay Commission....w.e.f. 1st August, 2019."

According to the provisions, HRA under 7th Pay Commission would be decided as per the population of cities on the basis of Census figures of 2011. Those living in cities/town having population of 50 lakhs and above, in the X category, would receive the HRA at the rate of 24% (subject to minimum of Rs 5400), those in cities/towns with a population of 5 lakhs and above, Y category, but less than 50 lakh would get HRA, Z category, at the rate of 16% (subject to minimum of Rs 3600), while those living in cities/town with a population of less than 5 lakhs would receive HRA at the rate of 8% (subject to minimum amount of Rs 1800). 

The Haryana government employees would be entitled to get this HRA under the following conditions. 

1.  The employees would be entitled to claim of the disbursement of HRA subject to compliance with the provisions of Haryana Civil Services Rules 2016.

2. For the grant of HRA, the tri-city of Chandigrah, Panchkula and Mohali would be treated as a single unit with the entitlement of Y category, therefore, the state employees working at these cities would be entitled to this category. 

3. The ceiling of emoluments i.e. Basic Pay+NPA+ wherever applicable, shall be Rs 2,24,100 / only per month as per Rule 13 of HCS (RP) Rules, 2016

The notification clearly stated that HRA under the  7th Pay Commission would be applicable from August 1, 2019.
