- BJP emerges as senior partner in Bihar NDA, leaves JD(U) far behind
The BJP appeared set to leave its ally JD(U) far behind in the seat tally in the Bihar assembly elections, emerging as the senior partner in the alliance for the first time in about two decades. The saffron party was leading or had won in 73 seats in the 243-member assembly, while the corresponding figure for Chief Minister Nitish Kumar-led party was merely 41, according to the Election Commission figures at 7.50 pm.
The development can change the power dynamics within the ruling alliance, even if it manages to retain power in the state and Kumar continues to be chief minister. The EC trends showed that the contest between the NDA and the RJD-led grand alliance was turning out to be a nail-biter with the two contestants to the power leading in 122 and 113 seats respectively, as per the latest trends.
Political watchers believe that the BJP after playing the second fiddle in the alliance since it came to power in 2005 will now be more assertive in pushing its agenda. All eyes will be on Kumar, who has never shown any particular liking for its ally's Hindutva push, as to how he responds to the bitterly changed realities for his party which had won 71 seats in 2015 as part of an anti-BJP alliance before he switched sides in 2017.
He had broken his 17-year old alliance with the BJP in 2013 over the elevation of Narendra Modi as its prime ministerial candidate by the saffron party. As Modi led the NDA to a huge victory in the 2014 Lok Sabha polls while the Bihar chief minister's differences grew with the RJD, it prompted Kumar to join hands with the BJP.
In the 2010 assembly polls, when the JD(U) and the BJP were together, they had won 115 and 91 seats respectively. The corresponding figures in the October 2005 polls were 88 and 55. In February 2005 polls, which had thrown up a hung assembly, the JD(U) had won 55 and the BJP 37. The BJP had won more seats than Kumar-headed Samata Party in the 2000 polls by pocketing 67 seats while its ally got 34. Jharkhand was then part of Bihar. The Samata Party had later merged with the JD(U). The JD(U) has been hit hard in these polls by Chirag Paswan-led Lok Janshakti Party, which is likely to be instrumental in its defeat in more than 30 seats. The LJP was, however, struggling to retain its tally of two seats with the EC data showing that it was not leading or had won in even a single seat. (Source: PTI)
-AIMIM, BSP to be king-makers in Bihar as NDA, MGB grapple for power
The AIMIM, the BSP and Independent candidates set for a win will have extra value amid the extremely tight situation in Bihar as the NDA and the Mahagathbandhan are neck to neck in getting to a simple majority. Even as the NDA is ahead of the Mahagathbandhan, it is barely at the half-way mark of 122 in the 243-member Bihar Assembly.
The RJD is turning out to be single-largest party and its leaders say that they will legally stake a claim with the Governor to form a government in Bihar. In this case, the role of Asaduddin Owaisi`s AIMIM which has won one seat and is leading on four more, the Bahujan Samaj Party which is leading on one seat and two Independent candidates may play a crucial role.
The AIMIM may hold the key simply because of its anti-saffron ideology, even though Owaisi was targeted by by Tejashwi Yadav for weakening his party in its minority-dominated stronghold of Seemanchal. (Source: IANS)
- Jitan Ram Manjhi wins from Imamganj seat
Hindustani Awam Morcha (HAM) president Jitan Ram Manjhi won Imamganj seat by a margin of 16,034 votes, Election Commission sources said Tuesday. Manjhi defeated his nearest RJD rival Uday Narayan Chaudhary. This is second consecutive win of Manjhi from the Imamganj (reserved SC) seat in Gaya district.
HAM is a partner of the ruling NDA in the state. Manjhi, a former chief minister of Bihar, has been elected to the legislative assembly for many times since 1980. (Source: PTI)
-Bihar polls strike rate: BJP, Left score big; JD(U), Congress far behind
The BJP has scored high in terms of winning percentage in the Bihar assembly polls, while its partner JD(U) has performed relatively poorly. In the opposition camp, the Left front has outscored its partners with a much better strike rate.
According to the latest trends on the Election Commission (EC) website, the BJP won or was leading in 74 seats out of the total 110 contested with a strike rate of over 65 per cent, while JD(U)'s score was less than 40 per cent. In the opposition side, Congress was the worst with a less than 30 per cent strike rate, while the Left front scored more than 60 per cent and the RJD over 50 per cent.
Within the NDA, Jitanram Manjhi-led HAM has managed to score about 40 per cent, while the Vikasheel Insaan Party (VIP) was below this mark. Asaduddin Owaisi-led AIMIM's strike rate was around 25 per cent, while the worst came from the Chirag Paswan-led LJP. The LJP was seen struggling even to retain its two seats. It contested 137 seats in this election. In terms of vote share, the RJD appeared having got nearly 23 per cent, while BJP got nearly 20 per cent, as per the latest EC data. The JD(U) got over 15 per cent, Congress below 10 per cent and LJP nearly five per cent. (Source: PTI)
- Red flag flies high in Bihar polls, CPI(ML) wins 5 seats
With a win in five seats and leads in 11 others, the CPI(ML) is all set for an impressive performance in the Bihar Assembly elections whose results will be declared late on Tuesday. Inarguably the biggest gainer in the Grand Alliance, the Communist Party of India (Marxist-Leninist) , often working in the margins of mainstream politics, had 19 candidates in the fray, most of them students and youth leaders.
According to the trends at 8 30 pm on Tuesday, the Left parties--CPI(ML) has won five of the 19 seats they fought on and is leading in seven seats; CPI(M) which competed on four seats has won one and is leading in one seat; and the CPI which contested in six seats has won one seat and is leading in two others.
In the 2015 assembly election, the CPI(ML) had bagged three seats. It had won seven seats in the 2005 polls. The party secured six seats in the 2000 election and in 2010, it had failed to get any seat.
Out of the 19 candidates that the party fielded this time, six are under 35 years of age and 10 are below 50.
Among the winners, Sandeep Saurav, 33, who won from Paliganj constituency defeated the JD(U) candidate. Saurav, a former JNUSU general secretary and an AISA activist, gave up his job of assistant professor at a Bihar college to fight the polls.
CPI(ML)'s other candidate Manoj Manzil, 36, won by over 50,000 votes from Agiaon. He was arrested after filing his nomination from Agaion constituency.'
Manzil is known for leading the Sadak Par School movement in Bhojpur against unemployment. He is also a prominent leader among the Dalit community.
Ajit Kumar Singh (34), who won Dumraon seat, is the state president of Revolutionary Youth Association. He is a former AISA Bihar state secretary and has completed his doctoral studies in the history of farmers' agitation in Bihar.
-Owaisi's AIMIM emerges as a surprise package
Hyderabad MP Asaduddin Owaisi's AIMIM is emerging as a surprise package, winning one seat and leading in four others. It had won a seat in a by-election in Bihar earlier, but appears to be making significant inroads in the Seemanchal region which has a large presence of Muslim voters.
Given his pathological aversion to the BJP, Owaisi could be more than willing to lend a helping hand to the Grand alliance if it falls short of a majority by a few seats. (Source: PTI)
-Chirag Paswan's LJP
The LJP, down in the dumps itself, appeared to have contributed its bit to the unimpressive showing of the JD(U), damaging its prospects in at least 30 seats, according to the latest trends.
Chirag Paswan's party, which walked out of the NDA in Bihar just ahead of the poll, is set to fare abysmally as it has neither won nor is leading in any seat despite polling 5.63 per cent of the 2.70 crore votes counted so far. (Source: PTI)
-Bihar Elections Results 2020: Bihar polls too close to call as NDA, Grand Alliance lock in neck and neck fight
Bihar assembly elections looked too close to call Tuesday night with the ruling NDA maintaining a slender edge over the RJD-led Grand alliance, winning 12 seats and leading in 109 others. The RJD, the opposition alliance's spearhead, overtook the BJP at the top of the table, clinching six seats and its nominees leading in 70 others. The BJP has won six seats and is leading in 67.
NDA partner JD(U) has won four seats and is leading in 37 places, in a major slide for the party that had won 71 seats when it fought the 2015 assembly polls in alliance with the RJD. The VIP has won two seats and its candidates are leading in two more, while the HAM has won the Imamganj seat and is leading in two constituencies.
The NDA has won or is leading in 121 seats, just seven more than the Grand Alliance whose partners have won nine seats and are ahead in 105. RJD's co-traveller, the Congress, has won two seats and its nominees are leading in 18 others, while the CPI-M has pocketed one and is leading in two. CPI-ML candidates are ahead of their rivals in 12 constituencies and CPI in three.
If the current trend continues, the NDA could end up tantalisingly close to the 122 mark required for a simple majority, but there could be many a slip between the cup and the lip with the opposition alliance rapidly closing the gap.
Not only has the RJD edged past the BJP in terms of numbers but also garnered more votes. While the saffron party has polled 19.39 per cent votes, the RJD clinched 23.43 per cent. (Source: PTI)

- Bihar Election Result 2020 LIVE UPDATES, LATEST NEWS: 2.7 crore of over 4 crore votes polled in Bihar polls counted till 5.30 pm: Election Commission
At least 2.7 crore EVM votes out of the over 4 crore votes polled in the Bihar assembly elections have been counted till 5.30 pm, the Election Commission said on Tuesday. EC Secretary General Umesh Sinha said by tonight most of the results would be announced, while the rest would be out late tonight. He was asked whether all the results would be announced by Wednesday. Deputy Election Commissioner in charge of Bihar Chandra Bhushan Kumar said two-third or 2.7 crore votes of the total over 4 crore polled in electronic voting machines in the three-phase polls have been counted till 5.30 pm. Commission officials said nearly 1.6 lakh postal ballots were electronically transferred to service votes. Nearly 52,000 postal ballots were used by people above 80 years of age and those with disabilities. They also rejected allegations that counting of postal ballots was stopped midway was found to be "untrue". They said at no location, counting was stopped.
Earlier in the day the Commission had said that counting of votes for the Bihar assembly elections will take longer than usual and continue till late in the night because of 63 per cent increase in the number of EVMs. Out of nearly 7.3 crore voters, 57.09 per cent had cast votes in the polls. An official said the counting has been "glitch-free" so far. To ensure social distancing norms put in place due to the COVID-19 pandemic, the commission had increased the number of polling stations from nearly 65,000 in the 2015 assembly polls to 1.06 lakh. This meant an increase in the number of electronic voting machines as well. This time, the EC has restricted the number of voters per polling station to 1,000 from 1,500 to maintain physical distancing, thus increasing the number of polling stations."We hope to finish the counting as per procedure late tonight," said Kumar. He said in the 2015 assembly polls, counting was held in 38 locations. But to ensure distancing norms, this time, counting is being held at 55 locations.
Responding to a question, Kumar said the number of EVMs deployed have increased. Also the number of postal ballots have used. The Commission has taken steps keeping in mind these. "There is no question of the pace of counting being slow," he said. The number of tables used per hall has been reduced to seven from the usual 14. But 14 tables have been put in place, though locations and as a result locations have increased. Bhushan said the number of rounds for counting varies between 19 and 51 in different constituencies. The average come to approximately 35 rounds. Each round takes around 30 minutes to complete. Responding to a query on some people questioning the reliability of EVMs, Deputy Election Commissioner in charge of EVMs Sudip Jain said the machines are "absolutely tamper-proof" and the Supreme Court has upheld the use of the device on multiple occasions. One control unit and at least ballot unit make for one EVM. Bihar Election Result 2020 LIVE UPDATES, LATEST NEWS: Left parties look to gain in Bihar, leading in 18 of 29 seats
The Left parties are leading in 18 of the 29 seats they contested in the Bihar Assembly election after the first few rounds of counting of votes, according to the Election Commission (EC) website. In an alliance with the RJD, the three Left parties were given 29 seats by Tejashwi Yadav, despite reluctance from the members of the parties. While the CPI(M) was given four seats, the CPI got six and the CPI-ML (Liberation) 19.
These included some seats the Rashtriya Janata Dal (RJD) had won in the 2015 Assembly polls. In 2010, only the CPI managed to win a seat in Bihar while in 2015, the CPI-ML (Liberation) grabbed three seats as the other two Left parties drew a blank.
The Left parties, which are fighting the polls in an alliance with the RJD and the Congress, have fielded candidates from Agiaon, Arrah, Arwal, Balrampur, Bibhutipur, Darauli, Daraundha, Dumraon, Ghosi, Karakat, Manjhi, Matihani, Paliganj, Tarari, Ziradei, Bachhwara, Bakhri, among other places.
According to Left leaders, while the alliance with the two parties has helped in vote conversion, what has also led to the good performance is the cadre base of the three parties that helped spread the reach of the Mahagathbandhan. (Source: PTI)

The JD(U) has established a lead of more than 16,000 votes over its nearest Congress rival in the by-election to the Valmiki Nagar Lok Sabha constituency as counting of votes is underway on the Parliamentary seat where voting was held alongside the state elections.
As per the Election Commission website, JD(U)s Sunil Kumar has polled 2,22,200 votes of the total 5,67,436 counted till around 3 pm. His nearest rival Pravesh Kumar Mishra of the Congress has polled 2,05,718 votes till now.
The by-poll to the Valmiki Nagar Lok Sabha constituency has been necessitated by the death of JD(U) sitting MP Baidyanath Mahto, Sunil Kumars father.
There are seven candidates fighting in the by-poll.
The polling was held on November 7, when the third phase of voting had taken place for the three-phase Bihar Assembly elections. (Source: PTI)
- Bihar Election Result 2020 LIVE UPDATES, LATEST NEWS: No dispute regarding NDA leader in Bihar: State BJP chief
With the NDA leading in 128 of the 243 seats in Bihar assembly, BJP state chief Sanjay Jaiswal said there is no dispute regarding who will lead the government if the alliance returns to power in the state.
A party or a coalition requires 122 seats to form the government in Bihar.
"The issue has been cleared by Prime Minister Narendra Modi and party chief J P Nadda much before the elections," he said, while responding to a query whether Chief Minister Nitish Kumar will lead the NDA government if the alliance secures a majority in the assembly.
Without naming RJD leader and Grand Alliance chief ministerial candidate Tejashwi Yadav, Jaiswal took a swipe at him, saying, "People are intelligent enough to distinguish between truth and falsehood."
Earlier in the day, the JD(U) exuded confidence that the NDA will again form a government in Bihar under Kumar.
"I have been saying this for a long time that the NDA will form the government under the leadership of CM Nitish Kumar. The opposition ran a misleading campaign with several allurements to woo voters," state JD(U) chief Vashishtha Narayan Singh told reporters here.
When asked whether the BJP or the JD(U) will lead the government, Singh too said the prime minister, Union Home Minister Amit Shah and Nadda have made it "amply clear" on several occasions as to who will lead the government.
The trio and other senior leaders had said on several occasions during campaigning that Nitish Kumar will lead the government if the NDA returns to power in the state.
As per trends available till 4 pm, the NDA was leading in 128 seats -- the BJP in 75, the JD(U) in 48 and the VIP in five.
The Grand Alliance, on the other hand, was leading in 101 seats -- the RJD in 63, the Congress in 21, the CPI (ML) Liberation in 12, the CPI(M) in three and the CPI in two.
The AIMIM was leading in four seats, the HAM in three, the BSP in two and the LJP in one.
Independent candidates were ahead in four constituencies. (PTI)

- Most exit polls had predicted a rout for the ruling JD(U)-BJP combine and a resounding victory for the Grand Alliance (Mahagathbandhan) led by RJD's 31-year-old chief ministerial candidate Tejashwi Yadav.
- The Election Commission is making sure that the winds of potential change cause no disruption in the counting process.
- According to Chief Electoral Officer H R Srinavasa, central armed police forces have been deployed at the strong rooms, where the EVMs have been stored since the completion of voting, and the halls where these will be unsealed Tuesday morning after counting of postal ballots gets over.
- The state has 243 assembly constituencies and the most keenly watched will obviously be Raghopur in Vaishali district from where Tejashwi Yadav is seeking re-election.
- Nitish Kumar is a member of the legislative council and has not contested the assembly election.
- Raghopur has been in the past represented by his parents Lalu Prasad and Rabri Devi both former chief ministers.
- Tejashwi's elder brother Tej Pratap Yadav is contesting from Hasanpur in Samastipur district.
- In addition, the counting will also decide the political fate of nearly a score of ministers. Prominent among them are Nand Kishore Yadav (Patna Sahib), Pramod Kumar (Motihari), Rana Randhir (Madhuban), Suresh Sharma (Muzaffarpur), Shrawan Kumar (Nalanda), Jai Kumar Singh (Dinara) and Krishnanandan Prasad Verma (Jehanabad).
- Two of the most notorious criminal-turned-politicians- Anant Singh (Mokama) and Reetlal Yadav (Danapur)- are contesting on RJD tickets.
- A win for the RJD-led coalition will bring a redemption of sorts for Tejashwi Yadav whose leadership abilities were called into question after his party failed to win a single seat in the Lok Sabha elections last year.
- The NDA had won 39 of the 40 seats and one had gone to the Congress, an RJD ally.
- It may also revive the fortunes of the three Left parties--The CPI, CPI-M and CPI-ML--which were consigned to near oblivion over the past two decades. The five-party 'Mahagathbandhan' also comprises these three Left parties, which were a force to reckon with in the past.
- Election officials and district administrations face the daunting task of restraining supporters of political parties from crowding the counting centres amid the COVID-19 outbreak.
- Prohibitory orders will be be place outside the counting centres to prevent people from gathering in large numbers, officials said.
- 19 companies of the central armed police forces will be deployed at strong rooms and the halls where counting will take place, another 59 have been entrusted with maintaining law and order. Each company comprises roughly 100 personnel.
- Additional Director General of Police (Headquarters) Jitendra Kumar said Bihar Military Police and local police will also chip in while senior officials will keep a watch through display screens connected to CCTV cameras installed at the counting centres.
