TRAI intends to repeal regulation on dial-up service, seeks views from industry
“The authority intends to repeal the Regulation on quality of service of dial-up and leased line internet access service, 2001 (4 of 2001) with effect from the date of its notification in Official Gazette.” The telecom regulator’s draft notification further said.
The Telecom Regulatory Authority of India (TRAI) on Monday through a notification said that it intends to repeal the regulations around the quality of service in dial-up and leased line internet access services and has also asked for a view/opinion from the sector on the same.
The industry stakeholders and participants can present their views on the matter until April 17, 2023, the telecom regulator said in its draft notification released today.
TRA mentioned in its draft notification that “the regulation on the quality of service of dial-up and leased line internet access service appears to be no more relevant at present” as it noticed these rules were “issued when the dial-up service was the only service available for accessing low-speed internet”.
With time, the telecom networks both wireline as well as wireless have evolved to offer high-speed broadband service on xDSL, FTTH, LTE etc, technologies, the regulator further said.
“The authority intends to repeal the Regulation on quality of service of dial-up and leased line internet access service, 2001 (4 of 2001) with effect from the date of its notification in Official Gazette.” The telecom regulator’s draft notification further said.
According to TRAI, the purpose of laying down Quality of Service Parameters was to ensure customer satisfaction by laying down norms of network performance, which the service provider is required to achieve by proper dimensioning of his network and measuring the quality of service from time to time.
Besides, the quality-of-service regulation had to be compared with the specified norms to monitor the level of performance provided by various service providers and to protect the interests of subscribers of the internet services, the telecom regulator also noted.
TRAI is a statutory body that regulates the telecommunications sector in the country. It was set up in order to have a suitable environment for the growth of the telecommunications industry in the country and be a part of the global information society.
